New Mexico (Now Mini-CA) will waste every dime of the surplus in such a way to get them the most votes for the next election. Already, Bernalillo County is talking a 19% property tax hike. It is never enough for these people because it is not their money. Spending on infrastructure is also a waste in that roads, schools etc. should be figured into a budget already. To use a “Surplus” to spend on these items is nonsense. The idea of funding our depleted pension liabilities is an idea that makes sense. However, making sense is something the socialist Democrats are not good at. Hiring 10,000 teachers just gets them more votes.
