Hilariously misguided article sums up bad arguments against tax cuts
The poverty mentality is strong in New Mexico. Even a cursory look at the State’s budget data points to the fact that the State is awash in money thanks to the ongoing oil and gas boom. But, when a Santa Fe New Mexican writer attempted to argue that New Mexico “can’t afford” to eliminate the personal income tax, their economic ignorance was dwarfed by their seeming unwillingness to do a simple fact check: Grover Norquist or Grover Cleveland?
Yes, both men have the relatively rare first name, but the writer claims that “Grover Cleveland of Americans for Tax Reform” supports a “starve the beast” strategy for reducing the size of government. The author then proceeds to make a series of weak arguments, devoid of any data or analysis, against eliminating the income tax.
This is Grover Norquist, head of Americans for Tax Reform:

Here’s a photo of Grover Cleveland who, until President Trump came along, was most famous for winning the presidency, losing, and then returning to the nation’s top office. Many conservatives and libertarians consider Cleveland to be among the most underrated and even greatest American presidents.
