Unfortunately Bush has fallen for the Ethanol scam. While you have to give credit to those who lobby for corporate welfare, those of us who lobby for liberty are at a severe disadvantage. It’s a fact of life that costs among the citizen-taxpayers are widely dispersed. So even though the the costs greatly exceed the benefits for the corporate welfare lobbyists, the lobbyists win because of the well-defined, concentrated benefits they receive.
